  4.     The proposal for young people to take part in national service
  5. in return for federal financial aid to their education raises
  6. problems (NATION, Feb. 6). If students must serve before they can
  7. receive aid, then their schooling will be interrupted. If they
  8. enlist in a Citizens Corps immediately after graduation, those who
  9. aspire to the teaching or medical professions will be held back
  10. (however temporarily) from entering the fields in which they are
  11. so sorely needed.

  16.     When I landed here as an immigrant, I learned about the Bill
  17. of Rights. Naive and ignorant, I inquired whether there was also
  18. a Bill of Responsibilities. The only practical common denominator
  19. for citizen responsibility is service. Those who oppose the idea
  20. must be confusing national service in a democracy with servitude
  21. under tyranny.
