The proposal for young people to take part in national service
in return for federal financial aid to their education raises
problems (NATION, Feb. 6). If students must serve before they can
receive aid, then their schooling will be interrupted. If they
enlist in a Citizens Corps immediately after graduation, those who
aspire to the teaching or medical professions will be held back
(however temporarily) from entering the fields in which they are
so sorely needed.

When I landed here as an immigrant, I learned about the Bill
of Rights. Naive and ignorant, I inquired whether there was also
a Bill of Responsibilities. The only practical common denominator
for citizen responsibility is service. Those who oppose the idea
must be confusing national service in a democracy with servitude
under tyranny.
